BoR and BS canon?

As the subject line says; is the Book of Regency and Blood Spawn canon? I know that Blood Spawn is more of a beastiary of sorts, but the Book of Regency is filled with information pertaining to Cerilia. I got especially confused with the magical items limitations (basically no armor or weapons over +2 rating) and the Gorgon and Rhoubhe cards (both, I believe, with weapon and armor that has over a +3 enchantment on each). Maybe I'm off a bit because I don't have the boxed set with me, but does anyone else have a comment on this? Just wondering.

I do believe that the reference in BoR to nothing over a +2 enchantment is referring to a starting character's magic items. The Gorgon and Rhoubhe are under no means starting characters so those limits wouldn't apply.:)

As irdeggman pointed out that "restriction" is based more upon "starting
characters" rather than the unique baddies of the setting. "Starting
characters" for this purpose probably also means only those characters
listed as "available" to be PCs, or ones comparable in level and
influence. Certain other "NPC regents" like Avan, Bouruine, and PCs from
the demi-human races (particularly some of the more ancient elven
characters, but also dwarves who are known for their manufacture of
equipment and freely class as clerics) would likely have items that are
"prohibited" to PCs during character generation.

Even when it comes to PCs, however, that restriction was meant more as a
general guideline for character generation rather than a hard and fast rule
about all magic items in the setting. The list is, after all, only
"suggested" items and the BoR says flat out that, "Unless otherwise noted,
even items on the `prohibited` list may be found or gained over the course
of adventuring" (p100.)

Well darn, look at what I get for not reading the whole thing. Sorry about that; you guys are absolutely right about the magical item restrictions for starting characters only. However, I'd still like to know if the BR community considers these books canon or not for the setting.

Typically, anything that bore the name is considered official, including the
BoR and BS. We`ve found e-mails by the authors to be sufficient to
establish what is baseline in BR, even if some of us will always be a little
heterodox in our own campaigns. I will say, with regard to the very idea of
a canon, that the game has been out of print so long, that many in this
forum have diverged from an "out of the box" consistancy with the books by
quite a bit. This is because we never have to worry about moderating our
own ideas by the fact that the next thing published is going to contradict
our own innovations, because there is no more.

I consider them canon, but I should note that being considered canon
doesn`t necessarily mean much. I`ll still ignore or revise canon when I want.

Book of Regency is the most useful Birthright accessory if you ask me. The magical item limitations mean that you cannot find those items in shops or just create them yourself, although a few artifacts in the hands of powerful characters do exist.

This is not needed in 3rd edition because item creation is nicely limited by level.
