anduria ,rulers

ive been very slowly working on an andurian expansion for some time now and ive hit just the tiniest of snags, how do none blooded regents rule a kingdom,province etc? i figure anduria would have a much smaller percentage of blooded characters and even if all the rulers were blooded how did they rule in the days before dessimar, how do they collect regency etc ?
any ideas

I don`t know how many folks have picked up on this from the BR 3e
conversion text--there haven`t been any real comments on it that I`ve seen,
and it constitutes a pretty drastic change that I thought more people would
object to--but the system presented in it doesn`t actually require a regent
to have a bloodline in order to run a realm. A bloodline is a "significant
advantage" in that a regent can then collect RP and use them to increase
the likelihood of (or assure) success in completing domain actions, or get
involved in RP bidding wars, but unlike the original rules very few domain
actions have a RP cost. In fact, the text describes non-blooded regents as
"fairly rare" whereas only blooded characters could participate at the
domain level before.

None of the rulers in Cerilia or Aduria had bloodlines before Deismaar, and remember that a vast army from Aduria was present at the battle (this is mentioned in the novel's Greatheart and The Spider's Test, although not as much in the other material). In fact, I remember a post by Ed Stark (one of the BR designers) in which he said that there may, in fact, be more bloodlines in Aduria than in Cerilia.

As for how the blooded character's claimed power, I imagine it was in much the same way they did in Cerilia. They went home and took over, gaining the support of the people because of their new divine bloodlines and powers.

Well, all 3E stuff aside, I always thought (but never tried it) that simply charging the RP cost in gold bars might be sufficient to make it work. IE. Instead of paying 1 GB and 1 RP, the unblooded king would have to pay 2 GB. They wouldn't be able to "bid" additional GBs, and so would be at a disadvantage if challenged by a blooded ruler.
