The Llywodraeth Cynulliad is the highest council of government in Tuarhievel. It is an open body, so foreign diplomats are allowed to watch deliberations. The Llywodraeth Cynulliad, or council of the realm, is sometimes mis-translated as the council of the moon. This body advise the Prince who decides issues regardless of the will of the council. Because the monarch of Tuarhievel controls the sources of the realm, they have all of the power. It is elven tradition to be consultative and to seek consensus.
