A Kleptocratic domain is concerned with wealth and unconcerned with how it obtains this, even at the expense of the health of the domain. Kleptocracy can be seen as a corrupt and self-destructive form of a Plutocratic domain. Fulgar's Rjuvik is a kleptocratic realm in which the law holdings are bandits preying on the people.
A particularly cruel Kleptocratic domain can descend further into a condition of Anarchy in which restraint of any kind is lost and it is not just the strongest that prey on others, but everyone preys on everyone who is weaker.
