Democracy is a primitive form of rule by the many, in which leaders are selected by lottery. This was the preferred government of the Rjuven, who believed strongly in fate, and felt that destiny knew better than men who should govern. This method also appealed to their strong sense of equality.
Democracy and other forms of rule by the many disappeared after Deismaar when it became obvious that the returning champions of Deismaar could command Regency and rule more effectively. After that, only forms of rule by the few or rule by one became practiced.
