The level of a court is a measure of the court's relative quality and its cost. It represents the number and quality of a regent's servants, courtiers, diplomats, agents, and spies. A court governs not just how well a regent lives, but also how well he maintains the central apparatus of government. He is expected to have a court whose value is equal to that of their largest non-source holding.
